Unify City Departments and SFUSD under One Shared Plan and Vision
The proposed Charter amendment would create a joint initiative, called the Our Children, Our Families Initiative (“Initiative”) that will be co-led by the Mayor and Superintendent. The Initiative would be responsible for aligning all Departments and SFUSD around a shared children and youth Outcome Framework grounded in the citywide needs assessment conducted by DCYF. The Initiative will also be tasked with identifying ways to streamline processes, reduce duplicative data collection, and improve data sharing across City platforms to simplify accessing City services for children and youth and families.

Budget Analysis That Holds City Accountable for Children & Youth Outcomes
Each City department that anticipates expending funds that count toward the Children and Youth Fund baseline must provide the Initiative with its proposed budget for those funds and explain how it will help achieve the citywide outcomes. The Initiative will evaluate the proposals against the Outcomes Framework and make recommendations to the Mayor and Board of Supervisors about whether to accept or amend department proposals based on their alignment with the Framework. The Initiative will also review prior year spending to ensure departments are accountable for how the children and youth funds are spent.

Strengthen Budget Oversight and Alignment for SFUSD’s PEEF Funds
SFUSD will be required to submit a 5-year Plan on PEEF that aligns with the Outcomes Framework. This Plan would be approved by the Mayor and Board of Supervisors. On an annual basis, they will be required to submit reports on budgeted vs actuals of the prior fiscal year and will be evaluated on whether their spending was aligned with their own guidelines and the Outcomes Framework. The City can place PEEF funding for the future fiscal year on reserve if it is found noncompliant.
